BOISE, Idaho (AP) — An Idaho Senate panel has advanced a proposal changing the state's process for special congressional elections.To date, Idaho has never held an election when an Idaho member of Congress leaves office mid-term. Unlike if a U.S. senator leaves office, a House member replacement requires scheduling a special election rather than the governor appointing a replacement. That special election would allow anyone to run for the seat regardless of political party.Rep. Tom Loertscher, a Republican from Iona, says that it's time to update the law — which has been in place since 1899. His bill would create require a primary election and general election if a House vacancy occurs.

The National Weather Service in Pocatello has issued a
* Flood Warning for
The Portneuf River at Pocatello.
* from Wednesday evening until further notice...Or until the Warning
is cancelled.
* At 1:00 PM Tuesday the stage was 7.4 feet.
* Flood Stage is 8.5 feet.
* Moderate Flooding is forecast.
* Forecast...Rise above Flood Stage by tomorrow late evening and
continue to rise near 10.1 feet by early Thursday morning.
additional rises are possible thereafter.
* Impact...At 10.0 feet...Significant flooding of agricultual land
will occur from the Inkom and Blackrock area. Lowland flooding will
occur along sections of the river in Pocatello from Portnuef Gap to
the Cheyenne Avenue Bridge and downstream of the concrete channel
beginning at Sacajawea Park.

...FLOOD WATCH REMAINS IN EFFECT THROUGH WEDNESDAY AFTERNOON...
The Flood Watch continues for
* Portions of central Idaho, eastern Idaho, south central Idaho,
and southeast Idaho, including the following areas, in central
Idaho, Big and Little Wood River Region and Lost
River/Pahsimeroi. In eastern Idaho, Upper Snake Highlands. In
south central Idaho, Eastern Magic Valley. In southeast Idaho,
Cache Valley/Idaho Portion, Caribou Highlands, Lower Snake
River Plain, South Central Highlands, Upper Snake River Plain,
and Wasatch Mountains/Idaho Portion.
* Through Wednesday afternoon
* Excessive snowmelt, mainly below 7000 feet.
* Temperatures will rise into the upper 40s to mid 50s in many
places where significant snow is still on the ground
continuing into Wednesday. Rapid snowmelt is possible in these
areas which could create significant low land flooding. Water
over roads and flooding near homes is possible.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
A Flood Watch means there is a potential for flooding based on
current forecasts.
You should monitor later forecasts and be alert for possible
Flood Warnings. Those living in areas prone to flooding should be
prepared to take action should flooding develop.
